Statement by the Editorial Department of “Statistics & Decision” on Guidelines for the Use of Generative Artificial Intelligence Tools

To safeguard and ensure the originality, authenticity, and rigor of academic work, effectively mitigate the various academic risks it may entail, steadfastly uphold the bottom line of academic integrity, and advance the development of academic norms, in accordance with the spirit of documents such as “Academic Publishing Standards—Definition of Academic Misconduct in Journals” (CY/T174-2019) and the “Guidelines on Responsible Research Conduct (2023),” and drawing on the “Guidance on the Boundaries of AIGC Use in Academic Publishing,” the editorial team of Statistics & Decision hereby issues the following statement regarding the use of generative artificial intelligence (AI) tools in the processes of article writing and submission:

I. Regulations on the Use of AI in Authors’ Submitted Papers

1.  This journal does not accept any manuscripts that are authored, written, or generated using generative artificial intelligence tools; nor does it accept submissions that present content produced by such tools as independent research findings.

2. Authors shall bear full responsibility for the authenticity of the data, the soundness of the research design, and the reliability of the conclusions in their scholarly articles. They must not use AI tools to directly generate the study’s research topic, hypotheses, framework, core arguments, or main content; nor may they employ AI tools to fabricate or falsify research data, figures, tables, formulas, or to rewrite existing research findings. Furthermore, references must not include any works that list an AI tool as an author.

3. The author shall be responsible for the use of artificial intelligence tools in the article and shall bear the corresponding legal and ethical liabilities.

II. Regulations on the Use of AI by External Review Experts During Peer Review

1. External reviewers shall not upload the reviewed manuscript or any substantive content thereof to any publicly accessible AI‑tool platform.

2. Review comments on manuscripts must be prepared independently by the reviewers and may not be generated directly using AI tools; external review feedback must not be uploaded to publicly accessible AI tool platforms.

3. If the external reviewer determines that the author has engaged in conduct violating academic integrity in the use of AI technologies, the reviewer shall specify the relevant circumstances and provide a rationale in the review report.

III. Academic Responsibility

1. To avoid potential risks of copyright infringement, privacy violations, and breaches of security and confidentiality obligations, the editorial office hereby commits not to use publicly available generative artificial intelligence platforms for the review of manuscripts at any stage—initial review, peer review, or final approval.

2. Authors shall be responsible for the originality, authenticity, and reliability of their manuscripts and bear the corresponding legal and ethical liabilities. If, upon review, the editorial board determines that an author has violated AI usage guidelines in the preparation of the manuscript, the submission will be rejected or retracted upon discovery; in cases of serious misconduct, the author will be placed on a blacklist.

3. External reviewers shall be aware of and comply with the restrictions on AI use, prevent disclosure of manuscript content or infringement of authors’ intellectual property rights, and assume responsibility for any AI‑assisted interventions during the review process. Should an external reviewer violate the foregoing commitments in the course of reviewing a manuscript, resulting in information leakage or infringement, they will be barred from participating in future peer reviews and may, where appropriate, be held liable.

4. This journal reserves the right to conduct ongoing monitoring and review of the use of AI tools in submitted manuscripts and published articles. In cases of non-compliant usage, the journal may take measures such as rejecting or retracting submissions. Should such violations adversely affect the journal’s reputation, the journal reserves the right to pursue legal liability.
